How to create a new Microsoft Entra ID tenant on a "Pay as you go" subscription?

I have a Pay as you go subscription and I am trying to create a new Microsoft Entra ID tenant. At first, I had two tenants, the default and a secondary one. When trying to create a third tenant, the captcha validation was always failing regardless of inputting the correct value. I decided to remove the second tenant, which was not being used, and start from scratch, but now when trying to add a new tenant, the Microsoft Entra ID option is disabled with the message "Only paid customers can create a Microsoft Entra Workforce tenant.".

What do I have to do to create the new tenant?

    Thanks for the answer. I do understand the issue that there can be a missuse of the "free tenants". As other mentionded, I will also pay for my subcriptions and like to add tenants as needed.

    I'm using the DEV Tenant with e5 licences for my studies and an VS subcription for Azure (as well as pay-as-you-go) to save my wallet :-) and I wanted to "merge" my old one to the new one. This is not longer possible

    Not everybody has to opportunity to build every service in Azure on the companys' bill.

    So very appreciated if Microsoft can reopen the ability to add tenants on the credit card bills.

    Thanks for reaching out.

    Earlier, we were allowing the establishment of additional free Microsoft Entra trial tenants using an existing free Microsoft Entra trial tenant.

    However, our security team recently identified this practice for fraudulent and abusive activities.

    In order to enhance your organization's security, Microsoft is now limiting this functionality to only those customers who have paid Microsoft Entra P1/P2 license. Customers on trial license will not be able to create additional tenants from the Microsoft Entra admin center. Customers in this situation who need a new trial tenant can sign up for a Free Azure Account.
