How to create a new Microsoft Entra ID tenant on a "Pay as you go" subscription?

I have a Pay as you go subscription and I am trying to create a new Microsoft Entra ID tenant. At first, I had two tenants, the default and a secondary one. When trying to create a third tenant, the captcha validation was always failing regardless of inputting the correct value. I decided to remove the second tenant, which was not being used, and start from scratch, but now when trying to add a new tenant, the Microsoft Entra ID option is disabled with the message "Only paid customers can create a Microsoft Entra Workforce tenant.".

What do I have to do to create the new tenant?

I have the same issue, I have a pay-as-you-go that I have been using for a year and now I can't create tenants anymore. This is a huge issue for me, I can't work

I have also the same issue and (as far as I know) I am also using a pay-as-you-go subscription. Is there an other setting that needs to be set?

Isn't there any channel you can utilize to inform Azure users before introducing such changes? The thing is that paid subscription doesn't solve anything - the problem's there for both paid/unpaid modes. Utterly embarrassing.

I have the same problem. I've been using Azure with pay-as-you-go for some time (and I have paid invoices etc.) but I cannot create an Entra ID tenant since it is grayed out.

Experiencing same issue in Azure – unable to create an Entra ID tenant as the option is grayed out. Checked permissions, subscription type, and role as a Global Administrator. I've been using Azure with pay-as-you-go for years now, and was able to provision almost every type of resources in the past (and I have paid invoices, and credit card on the account). Any insights or solutions appreciated!

Facing similar issue.

Unable to create a new tenant in Azure AD. It gives me the error message "Only paid customers can create a Microsoft Entra Workforce tenant." I have upgraded to Microsoft Entra ID P2 license but still not able to create the tenant from a Global Administrator account.

We have this on our dev/test subscriptions on enterprise agreement (obviously paid). It seems like there's a problem somewhere.

Thanks for the answer. I do understand the issue that there can be a missuse of the "free tenants". As other mentionded, I will also pay for my subcriptions and like to add tenants as needed.

I'm using the DEV Tenant with e5 licences for my studies and an VS subcription for Azure (as well as pay-as-you-go) to save my wallet :-) and I wanted to "merge" my old one to the new one. This is not longer possible

Not everybody has to opportunity to build every service in Azure on the companys' bill.

So very appreciated if Microsoft can reopen the ability to add tenants on the credit card bills.

Thanks for reaching out.

Earlier, we were allowing the establishment of additional free Microsoft Entra trial tenants using an existing free Microsoft Entra trial tenant.

However, our security team recently identified this practice for fraudulent and abusive activities.

In order to enhance your organization's security, Microsoft is now limiting this functionality to only those customers who have paid Microsoft Entra P1/P2 license. Customers on trial license will not be able to create additional tenants from the Microsoft Entra admin center. Customers in this situation who need a new trial tenant can sign up for a Free Azure Account.

I am currently using a Pay as you go account, not the 30 day trial account. So, when you say paid costumers, are you referring to Azure itself (with a Pay as you go account) or to paid tiers of Microsoft Entra?

I have the same issue with a tenant I setup as pay-as-you-go for training Create Azure users and groups in Microsoft Entra ID. I found this article dated 10/23 that states Microsoft Entra External ID is currently in preview. Is this the reason Entra ID cannot be enabled, and if so when will it be available to everyone?

I don't understand what I need to do to create a new tenant. I want to be a paid customer. I created a new azure account and I want to add an Entra ID tenant to it, but it says only paid customers can. That's fine, but what's the next step? How do I become a paid customer. Do I have to add other services and wait a month for a bill? Creating the tenant was going to be my first step. But I can't figure out how to do it. I'm happy to pay, but how? I want to get this setup today.

You need to have paid Microsoft Entra P1/P2 license to create new workforce tenant.
