Imaging device doesnt work error code 19 under Device Manager

Good morning, can you help me? I have some a trouble with this...

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

(the device is usb 2.0 uvc  hd webcam). 

It since I upgrade my windows 8 to windows 8.1

What is the Make and Model of the laptop?

I would suggest you to run the hardware and device troubleshooter and check if it fixes the issue:

Method 1:

Check if it fixes the issue. If not, proceed to the next method.

Method 2:

You do not need to create a system restore point.

After I removed the "AiCharger", the webcam is already can be used again. Do I still need to create the system restore point?

Yes, click the Create button and then give the restore point a name such as Manual Restore Point > Create
