Imaging device doesnt work error code 19 under Device Manager

Good morning, can you help me? I have some a trouble with this...

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

(the device is usb 2.0 uvc  hd webcam). 

It since I upgrade my windows 8 to windows 8.1

What is the Make and Model of the laptop?

I would suggest you to run the hardware and device troubleshooter and check if it fixes the issue:

Method 1:

Refer to the link to know how to run the troubleshooter:

Check if it fixes the issue. If not, proceed to the next method.

Method 2:

 I also tried the registry...i do not find lowerfilters listed .

Was there UpperFilters listed?

Hi auggy,  similar problem ...upgraded to 8.1... after that USB  2.0 UVC HD Webcam does not work... gives the same message as Zavli's .... "To get started connect a camera".... checked troubleshooting...only one message "Hardware changes might not have been detected"..... I also tried the registry...i do not find lowerfilters listed ..  Any help will be great!
