SSL Error after upgrading to Windows 8.1

After upgrade my Windows 8 to Windows 8.1, I got this SSL Error when I tried to go to "https://google.com":

...and this in IE:

I have did some research and tried to change my system time up to date, reset my modem and use wireshark to see if anybody is tracking my network, but none of them seem to be the problem.

Anyone can help me? Thanks a lot...

EDIT: I have checked my browsers and just figure out that every connection from my computer is not able to connect to any SSL connection, for example Yahoo Messenger login. I'm thinking my computer SSL Certificate got serious problem, is there anyway to "reset" it?

    Greetings Herschel!

    If the host to which you are trying to set up an SSL connection requires an earlier version of the cipher suites, the SSL connection fails.

    To resolve this issue, you must configure the SSL Cipher Suite Order Group Policy setting to add the appropriate cipher suite back into the default list of accepted suites. To do this, follow these steps:

    1. At a command prompt, type gpedit.msc, and then click OK. This starts the Local Group Policy Editor.
    2. Expand Computer Configuration, expand Administrative Templates, expand Network, and then click SSL Configuration Settings.
    3. In the Setting pane, right-click SSL Cipher Suite Order, and then click Edit.

    In the Help pane, scroll to the bottom of the pane to locate the "How to modify this setting" instructions. To add the missing cipher suites, follow these instructions.

    Also please go through the private message and upload the screen shot as mentioned.

    Hi Trung,

    Try to clear the SSL state from Internet Options and check.

    • Press Windows key _ R key to open Run prompt.
    • Type inetcpl.cpl and press enter.
    • go to the Content tab.

    -  Click on Clear SSL state and press o.

    • Close and reopen Internet Explorer and check.

    If the issue reappears, then do the following.

    • In Windows Internet Explorer, click Continue to this website (not recommended).

       A red Address Bar and a certificate warning appear.

    • Click the Certificate Error button to open the information window.
    • Click View Certificates, and then click Install Certificate.
    • On the warning message that appears, click Yes to install the certificate.

    Restart Internet Explorer and check if the issue persists.

    Let us know the results after trying these steps.

    Hi Kenvin,

    I have follow your instruction but still cannot get it works.

    • Clear SSL State makes no different,
    • When I click View Certificates I don't see Install Certificate anywhere, this is the screenshot:

    Please help me, I'm dying with this...

    Trung,

    I hope you trying to access the website from Internet Explorer. If the issue appears in Internet Explorer, then try to access the website from other browser and check if you are getting the same error.

    If the issue persists with Internet Explorer, then add the website to Trusted Sites and check.

    a. Open Internet Explorer desktop version . 

    b. Click the Tools button, and then click Internet options.

    c. Click the Security tab.

    d. Now click on Trusted sites and then click on the sites button.

    e. Enter the Website URL and click on Add. (If you are using a website without https://, then remove the check mark on Require server verification for all sites in this zone)

    f. When you are finished, click on Close and restart Internet Explorer and check if you are able to access the website.

    If the issue persists, open this link http://pki.google.com/  and click on Google Internet Authority G2 and let us know do you see.

    The issue affect to my whole system, I mean Chrome, Yahoo Messenger, Git-hub... and other softwares can not connect to any secure connection (https://).

    I think the problem is the Windows Update, it didn't update my SSL Certificate from my old Windows 7 to Windows 8.1 (I just guess).

    I have also tried to do follow this link: http://windows.microsoft.com/en-us/windows-vista/request-or-renew-a-certificate but I received this error:

    The only solution I can think about right now is to re-setup my Windows, but I can't because I have too many things on my Windows at the moment.

    Any help would be greatly appreciated...
