SSL Error after upgrading to Windows 8.1

After upgrade my Windows 8 to Windows 8.1, I got this SSL Error when I tried to go to "https://google.com":

...and this in IE:

I have did some research and tried to change my system time up to date, reset my modem and use wireshark to see if anybody is tracking my network, but none of them seem to be the problem.

Anyone can help me? Thanks a lot...

EDIT: I have checked my browsers and just figure out that every connection from my computer is not able to connect to any SSL connection, for example Yahoo Messenger login. I'm thinking my computer SSL Certificate got serious problem, is there anyway to "reset" it?

    Greetings Herschel!

    If the host to which you are trying to set up an SSL connection requires an earlier version of the cipher suites, the SSL connection fails.

    To resolve this issue, you must configure the SSL Cipher Suite Order Group Policy setting to add the appropriate cipher suite back into the default list of accepted suites. To do this, follow these steps:

    1. At a command prompt, type gpedit.msc, and then click OK. This starts the Local Group Policy Editor.
    2. Expand Computer Configuration, expand Administrative Templates, expand Network, and then click SSL Configuration Settings.
    3. In the Setting pane, right-click SSL Cipher Suite Order, and then click Edit.

    In the Help pane, scroll to the bottom of the pane to locate the "How to modify this setting" instructions. To add the missing cipher suites, follow these instructions.

    Also please go through the private message and upload the screen shot as mentioned.

    Yeah I'd like to know the answer to this as well.  We have multiple surface pros at work not working because of this. These are all on a domain and  I have already reinstalled the Baltimore Root Certificate Authority, but no luck.  Getting the same exact errors as above on anything requiring an SSL connection.

    I have the same problem! My entire windows 8.1 machine is unusable.  I can't use outlook with office365 exchange, lync, IE, chrome.. I got to google.com in chrome and the site says that it will not load because "The site's security certificate is not trusted!".  There is no load anyway option.

    I see others are having the same issue. Thankfully I have another laptop.  What a colossal bug.  Plus there is no easy way to go back.  A .1 release shouldn't be that big a deal.  I just installed it because I wanted my old start button back given that the new UI is horrible.

    I had the same problem. When I installed 8.1 I had turned off all app information in security settings. When I went back in and allowed apps to have access to my account info in Privacy Settings everything went back to normal. Hope that helps. (although it's very annoying that windows now only works properly if you feed the advertisers!)

    I spoke too soon. This only partially solved the problem. I no longer get certificate errors when browsing but I can't access my email account through Google Apps syncing with Outlook. I can't even log on to gmail through a browser (any browser). This is a big deal.
