SSL Error after upgrading to Windows 8.1

After upgrade my Windows 8 to Windows 8.1, I got this SSL Error when I tried to go to "https://google.com":

...and this in IE:

I have did some research and tried to change my system time up to date, reset my modem and use wireshark to see if anybody is tracking my network, but none of them seem to be the problem.

Anyone can help me? Thanks a lot...

EDIT: I have checked my browsers and just figure out that every connection from my computer is not able to connect to any SSL connection, for example Yahoo Messenger login. I'm thinking my computer SSL Certificate got serious problem, is there anyway to "reset" it?

    Greetings Herschel!

    If the host to which you are trying to set up an SSL connection requires an earlier version of the cipher suites, the SSL connection fails.

    To resolve this issue, you must configure the SSL Cipher Suite Order Group Policy setting to add the appropriate cipher suite back into the default list of accepted suites. To do this, follow these steps:

    1. At a command prompt, type gpedit.msc, and then click OK. This starts the Local Group Policy Editor.
    2. Expand Computer Configuration, expand Administrative Templates, expand Network, and then click SSL Configuration Settings.
    3. In the Setting pane, right-click SSL Cipher Suite Order, and then click Edit.

    In the Help pane, scroll to the bottom of the pane to locate the "How to modify this setting" instructions. To add the missing cipher suites, follow these instructions.

    Also please go through the private message and upload the screen shot as mentioned.

    Greetings,

    We are testing SSL access to our website (MockupUI) for compatibility with different Windows versions (Windows Vista 7, 8 and 10) and with mobile devices.  

    It works fine on all platforms except Windows 8.1. The proposed solution seem to work, but we cannot ask users to do that. I guess we will have to find a way (through some script or mod) to redirect to non SSL connection when 8.1 is detected.
