SSL Error after upgrading to Windows 8.1

After upgrade my Windows 8 to Windows 8.1, I got this SSL Error when I tried to go to "https://google.com":

...and this in IE:

I have did some research and tried to change my system time up to date, reset my modem and use wireshark to see if anybody is tracking my network, but none of them seem to be the problem.

Anyone can help me? Thanks a lot...

EDIT: I have checked my browsers and just figure out that every connection from my computer is not able to connect to any SSL connection, for example Yahoo Messenger login. I'm thinking my computer SSL Certificate got serious problem, is there anyway to "reset" it?

    Greetings Herschel!

    If the host to which you are trying to set up an SSL connection requires an earlier version of the cipher suites, the SSL connection fails.

    To resolve this issue, you must configure the SSL Cipher Suite Order Group Policy setting to add the appropriate cipher suite back into the default list of accepted suites. To do this, follow these steps:

    1. At a command prompt, type gpedit.msc, and then click OK. This starts the Local Group Policy Editor.
    2. Expand Computer Configuration, expand Administrative Templates, expand Network, and then click SSL Configuration Settings.
    3. In the Setting pane, right-click SSL Cipher Suite Order, and then click Edit.

    In the Help pane, scroll to the bottom of the pane to locate the "How to modify this setting" instructions. To add the missing cipher suites, follow these instructions.

    Also please go through the private message and upload the screen shot as mentioned.

    Hi guys,

    I had this problem over and over and was stuck too. I then noticed in the view certificates area of IE, something referencing my anti virus.

    Turns out that the anti virus internet protection settings are time and date stamped too, so fixing them resolved this for me.

    I un-installed Avast and restarted.

    Success!

    Dont forget to re-install your anti virus though!

    I was having the same problem on my Grand Daughters Nextbook. I started following all the instructions on this page to no avail. I tried to DL Google Chrome but it would  let me. I managed to DL Firefox but I could run it because it said some about a "future" certificate. I looked at the bottom right corner and realized my GD had change the date to last month I restored the date & everything is fine again.

    Hope this helps some of you in the future.

    Totally saved my life here, man. This has been driving me crazy for days after rolling back to Win 8.1 from 10! Luckily I have other PCs so I could find this forum. 

    Bitdefender, you have some splainin' to do!!
