Persistent NVIDIA GPU Issue with Code 43 on Windows 11
Despite the GPU (NVIDIA GeForce GTX 1650 Max-Q Design) being recognized in the BIOS and listed in Device Manager, it does not appear in Task Manager. As a result, my system defaults to using the integrated Intel(R) UHD Graphics.
In Device Manager, next to the driver, a Code 43 error is reported with the message 'The device has reported a problem and has been stopped.' Additionally, the NVIDIA Control Panel does not launch.
Here's a brief summary of the steps I've already attempted, unfortunately without success:
- Complete uninstallation of NVIDIA drivers in Safe Mode
- Updating drivers directly from NVIDIA's website
- Installing drivers through NVIDIA GeForce Experience
- Reinstalling the NVIDIA Control Panel
- Restarting NVIDIA Display Container LS from Services

I believe this is not a hardware problem.
UPDATE: The issue has been resolved and it was a hardware issue.

I have a Lenovo P15s laptop on Windows 11 with a Quadro P520, and I recently noticed the same thing. Control panel would not start and the Nvidia card will report error 43 in device manager. I noticed a few days ago because Fusion360 gave my a warning, but with my usage pattern I'm really not sure for how long it has been going on.
I also tried driver uninstall in safe mode. Interestingly, when I reinstalled the card, it appeared in device manager without errors. Then I started Fusion again, but verified (from inside the program) that it was running on the Intel integrated graphics; sure enough, when I went back to device manager the error was there.
Also, the Lenovo diagnostics doesn't seem to find any issue with the card, so it disfavors a bit the hardware problem explanation (although there is a small red circle in the result page that I cant' quite interpret, the test is marked as "passed").

By way of an update, I continued with multiple install and uninstall options, registry tweaks, reseated card etc.
As the system and card were still under warranty, I approached the company who assembled and sold me the system, who (after my lengthy description of what I'd tried) were happy for me to return the card.
They tested it, confirmed the hardware fault and sent me a new replacement card.
No more error code 43

As you have already made some solutions and the
problem persists with error code 43 (usually PSU problem). I suggest you to contact the manufacturer support.
