Drag that file from your Desktop into the OneDrive page
When that uploads, right click the file on the OneDrive page, choose Share

No, that file is a dump file that includes information about the crash, BitDefender does not have any debugging capability
Open the Minidump folder, select that file and press Ctrl + C to copy it
Then on your Desktop press Ctrl + V to paste a copy of that file, then you can upload that copy to a Cloud Service and post a share link here . . .
