I've tried these steps for a file I downloaded as part of an online course. I've check the Enable VBA macros and the Enable Excel 4.0 macros when VBA macros are enabled. I've also checked the Trust access to the VBA project object model.

I still have the blocking message and can't get access to the macros/content of the file.

If none of these works then do this 100% works.

From within Excel:- Click the File tab. Click Options. Click Trust Center, and then click Trust Center Settings. In the Trust Center, click Trusted Location. Click Add new location, and click Browse. Then select the folder your excel is in. Then click all the "Okay"

    Your Welcome
