I was having the same issue and this seemed to solve it: it is probably less of a Windows 11 issue and more of a Company security issue (if you are working on a company computer).
Unblock all files from a specific network share or website
If you often download files or directly open files from a trusted cloud location, such as your company’s website or an internal file server, you can set the site as a trusted site in Windows so macros from the site won’t be checked. **Important:**You’ll trust all the macros from this site if you choose to apply this setting, so only do this if you know that every file opened from this location is trustworthy.
- Tap the start button or Windows key and type Internet Options.
- Select Internet Options from the search results and the Internet Properties dialog box will appear.
- On the Securitytab, select Trusted Sites, then select Sites.
- Type the URL of the site or server that contains the Microsoft 365 files with the macros you want to run, and then select Add. **Note:**If you want to add URLs that begin with http:// or network shares, uncheck Require server verification (https:) for all sites in this zone.
- Select Closeand then OK.
My experience: When you open the above dialog box from step 3, make sure you have the "Require server verification (https:)" box UNCHECKED.
Then, in the Add this website to the zone text area, type file:// then one of 2 options:
- Manually Type in the file path for the excel file you are using (example: file://C:\users\name\Documents\ExcelfilewithMacros.xlsm)
- Once you type in "file://" it will bring up a list of literally all the files on your machine, if its easier you ca simply scroll through this to find your file, click it, and it will autofill the box.
Click okay, make sure you close out the excel file if it is open, and then you should be good the next time you open it!
Hope this helps.

2023-03-01T09:52:37+00:00 Hi Ed and William,
I never got around to resolving the issue myself. The only thing that worked, (in my case i was trying to access specific excell calculators used by different lenders to calculate client borrowing power) - was that i had to get my a couple of colleagues to forward me their calculators where they had already removed the block, so that i could use it myself. The weird thing is, they got rid of the block by just applying the basic recommendations already mentioned and it seemed to work.
William, even though i use my lappy for work, it technically isn't a company laptop.
thanks for the tips, i might need to try it cos a new version of a calculator was released recently, and i haven't gotten around to using it because of the block
