I also faced the issue and found the reason and fixed...

So anyone facing this issue can try the below unless there is any step missing and the utility is throwing validation..

    1. Search turn windows feature on or off
    2. Click on the plus sign against .NET framework 3.5 (includes .NET 2.0 and 3.0)
    3. Select the new option and that option as well
    4. click on okay.... restart the excel based utility and then try generating the json again.

It's not a major issue to find a working windows 7 computer, many clients are still using it in their offices, so help from them can be sought.

Further, you can try services taxcloudindia. com, they have now added ITR U to their services. In my opinion, the current issue cannot be solved at our level, it is IT Department who can resolve it by providing updated utility by considering the compatibility factor.

I live in the US and am retired. So access to a Windows 7 system is not that easy for me.

I guess I misunderstood as well since I am not familiar with ITR U. This is the first time I am having to file taxes in India. I am trying to file a delayed ITR-2 since the CPA I hired did not file the return by the deadline.

    Thanks for the info!

    Thanks Sir,

It works. That means lower version of .NET Framework needed for this work.
