    It could be raw data is corrupt. Write it in a new workbook and copy/paste on it.

    Hi, my error is opposite, my local settings for numbers do not apply dot.

    All you have to do is to change the locale in Power Query to a locale that match the CSV data. Your locale settings doesn't matter anymore after that.
