Naargh, DO NOT CHANGE THE REGIONAL SETTINGS!
Reset the settings of your OS and Excel as shown here:

Power Query - How to import a CSV file that does not match your locale - Microsoft CommunityAfter the import of the CSV check if you have real numbers in the cells. If so, anything is okay.
