Microsoft Developer Program issue

My Microsoft 365 Developer Program membership is stuck. It always says ‘You don’t currently qualify for a sandbox subscription’ even after deleting my profile, rejoining, using a new phone number, and waiting overnight. Please refresh my membership state or reissue the E5 sandbox entitlement. My MSA is: [Moderator note: personal info removed]@gmail.com.
