    Hi ian mccarthy

Thanks for reaching out. I understand that you’re unable to send emails because your Outlook.com account has been temporarily blocked for “unusual activity,” even though you’ve only sent a small number of messages and are currently receiving a high volume of scam emails.

Have you already tried the Q&A Assist steps under your post?

In addition, please try the following steps:

    1, Unblock your account

Go to Unblock my Outlook.com account – Microsoft Support and follow the guidance to complete the verification steps.

    2, Avoiding sending limits

If you can unblock your Microsoft account:

    • If there were several recent security or send attempts, a short time‑based lock may apply. Avoid repeated sign‑ins or sends for a while, then test again.
    • Outlook.com enforces daily/recipient limits that vary by account history. If limits are reached, sending can pause. Sending limits in Outlook.com
    • Review recent activity and update your password if prompted. This is part of Microsoft’s recommended recovery flow for unusual activity: What is the Recent activity page?

3, Reducing future blocks from scam mail

Blocking and reporting scam messages is correct, but it doesn’t immediately stop all new scams. Continue using “Report phishing” and consider adding trusted contacts to Safe Senders so legitimate replies aren’t filtered.

Please feel free to let me know how it goes. Thank you for your patience and understanding.

Outlook.com and other Microsoft email services can temporarily block sending if unusual activity is detected (for example, a spike in messages or many spam reports), even if only a few messages were actually sent. To get sending working again and reduce future blocks, follow these steps:

    1. Check if the account is blocked
    • If sign-in or sending is restricted, the account may be temporarily blocked for suspicious activity.
    • Use the Sign-in Helper to unblock the account: go to Unblock my Outlook.com account and select Sign-in Helper to complete the verification and unblock process.
    • If prompted, enter the security code sent to the registered phone/email and follow the on-screen steps.
    1. Wait out temporary lockouts
    • If there have been many recent sign-in or send attempts, the system may enforce a time-based lockout.
    • Avoid repeated sign-in or send attempts for at least 24 hours, then try again.
    1. Reduce junk/scam mail impact
    • In Outlook (classic on Windows):
      1. On the Home tab, select Junk > Junk E-mail Options.
      2. Use the Blocked Senders tab to block specific addresses or domains that repeatedly send scam mail.
      3. Use the Safe Senders tab to add trusted addresses or domains so their mail is never treated as junk.
    • On Outlook.com / Outlook on the web:
      1. Select Settings > Mail > Junk email.
      2. Under Blocked senders and domains, add addresses or domains to block.
      3. Under Safe senders, add trusted addresses so they are not filtered.
    1. Keep the account secure
    • If there is any chance the account was compromised (for example, sudden sending limits or unusual drafts/rules):
      • Change the account password to a strong, unique one.
      • Ensure multi-factor authentication is enabled on the Microsoft account.
      • Sign out of all sessions from the Microsoft account security page and remove any suspicious app permissions.

If, after unblocking and waiting out any temporary limits, sending is still blocked, use the official Outlook.com support options (Help in Outlook on the web) to reach a support agent via chat and report the sending block and high volume of scam emails.
