Hello, thank you for reaching out to Microsoft Q&A.

Could you please confirm whether you purchased a retail copy of Windows 11 (Home or Pro) from the Microsoft Store, or if you bought an upgrade license from Windows 11 Home to Pro from the Store and now wish to transfer this upgrade license to your new computer?

Also, does your new device come with Windows 11 Home preinstalled and already activated?

Type winver in the search bar on the taskbar and click Enter.

Post a screenshot of the resulting dialog box.

A Windows upgrade or subscription license from a previous PC cannot simply be moved with just the product key if that key has already been used to its allowed limit or is tied to the old device.

    For Windows:

    • If the previous PC was pre‑owned or came with Windows preinstalled, the product key may already have been used on more PCs than allowed. In that case, a new product key or a new copy of Windows is required for the new PC.
    • If the old PC had a digital license linked to a Microsoft account and the license is eligible to move, reactivation on new hardware is normally done via the Activation Troubleshooter while signed in with the same Microsoft account. If that fails and the key is not valid for reuse, a new license is required.

Because the old computer was returned and is incompatible, and the product key has already been used on that device, activation on the new PC may fail if the license terms do not allow transfer. In that case, purchase of a new Windows license/product key for the new computer is required.
