Microsoft 365 Developer Program - Admin account doesn't exist in tenant (instant sandbox bug)

Hello,

I have an active Microsoft 365 Developer Program subscription (Renewable E5) with the following details:

  • Tenant domain: [Moderator note: personal info removed].onmicrosoft.com
  • Admin account shown in Dashboard: [Moderator note: personal info removed].onmicrosoft.com
  • Days remaining: 85 out of 89
  • Dev Program personal account: [Moderator note: personal info removed]@outlook.com

The problem: when I try to sign in with[Moderator note: personal info removed].onmicrosoft.com, Microsoft Sign-in returns the error "That account doesn't exist". The same happens when I try "Forgot password" - the user is not found in the system.

The tenant appears active in my Dev Program Dashboard, but the Global Admin user does not exist in Entra ID / Azure AD. I have no other admin accounts in this tenant and cannot access it at all.

I did NOT delete the admin account manually. This appears to be a bug during the instant sandbox provisioning.

Request: Please restore or recreate the Global Administrator account for tenant [Moderator note: personal info removed]onmicrosoft.com, or reinitialize the sandbox so I can regain access.

Thank you.

    Hi @Aleksandr Fridrih

Based on the information provided, I understand that you have a valid, active Renewable E5 sandbox tenant, but when you attempt to log in or reset the password for your designated admin account, you receive the error "That account doesn't exist." Since this appears to be a backend provisioning glitch during the sandbox creation and you have no other admin accounts, you are looking for a way to restore the user or reset the tenant.

In this situation, there are two official paths you can take to regain access to the tenant:

1.Please visit the following page and reach out to phone number via: Customer service phone numbers - Microsoft Support

From what I know, you will need to get past the initial AI system to reach the live support team. You can refer to the guide below for tips on how to get through more easily:

2.If method 1 is not working, please follow this link to create a trial tenant: https://www.microsoft.com/en-us/microsoft-365/business/microsoft-365-business-basic?msockid=3eb6980b5c6860e63a588d0c5d1761d6 - after that you will be able to access to Microsoft 365 Admin Center to raise the ticket

Assuming that you have already created an account after registering a free trial and you can go to Microsoft 365 admin center and click "Help & support" icon to raise your ticket. The agent will be able to create a ticket for you under the affected tenant and then transfer this ticket to Data Protection team who could help you to regain access.

Please mention that you are raising ticket on behalf of the affected tenant that you do not have access to. The support team will help you to create ticket on the affected tenant then later on the Microsoft Data Protection team will assist you.

Note: This process will take more time than usual (7-14 working days) for your account to get access again as Data Protection is always overwhelmed with the number of tickets. As I am forum moderator, I do not have access to Microsoft internal system to assist or push this process to be quicker.

On the other hand, if you do create the trial and it resolves the issue, please remember to cancel the subscription afterward to avoid any related charges.

I hope my information is helpful. Please give me any updates once you get this resolved.

The Microsoft 365 Developer Program documentation and related Q&A do not describe a self-service way to restore a missing global admin account in a developer (instant sandbox) tenant. When the only admin account is unavailable or does not exist, recovery must go through Microsoft support/data protection channels, or the developer sandbox must be replaced.

Based on the available guidance, the practical options are:

    1. Use the Developer Program dashboard to replace the sandbox (if available)
      • Sign in to the Microsoft 365 Developer Program dashboard with the member account used to join the program (the Outlook.com account listed).
      • Check the subscription tile for any option such as “Set up subscription” or similar, as documented for other instant sandbox issues.
      • If the portal offers re-creation or replacement of the instant sandbox, use that option. Developer tenants are short-lived and may be recreated; data should not be considered persistent.
    2. Open a support request and escalate as an admin-access issue
      • Because there is no admin account in the tenant, this aligns with the “only global admin” / account-access-loss scenarios.
      • Use the Microsoft 365 admin support channels described in the account-access guidance to reach the Microsoft 365 Data Protection team or equivalent support:
        • If there is any other tenant where admin access exists, sign in there and open a support ticket from the Microsoft 365 admin center describing that the developer tenant’s only admin account does not exist.
        • If there is no such tenant, follow the pattern from the account-access guidance: contact Microsoft support via the regional “Support for Business Products” or customer service phone numbers and request escalation to the Microsoft 365 Data Protection team for an admin-locked tenant.
      • Clearly provide:
        • The developer tenant domain (761r41.onmicrosoft.com).
        • The admin UPN shown in the Developer Program dashboard.
        • Confirmation that this is a Microsoft 365 Developer Program E5 sandbox and that no other admin accounts exist.
      • The Data Protection/support team can then either:
        • Restore or recreate an admin account if possible, or
        • Confirm that the tenant must be replaced and coordinate with the Developer Program infrastructure team.
    3. Be prepared for tenant replacement rather than recovery
      • Developer tenants are explicitly described as short-lived, renewable, and not suitable for production or critical data.
      • If support cannot restore the missing admin, the likely resolution is to reinitialize or replace the sandbox through the Developer Program, after which a new admin ID will be provided on the dashboard.

Because the admin object is missing and there is no self-service control plane into that tenant, only Microsoft support (Data Protection / Developer Program infrastructure) can resolve this by restoring admin access or issuing a new sandbox.
