Microsoft Excel license issues

My product key is a perpetual key but for some reason some of the Microsoft functionality on my account has been turned off e.g. Save, Save As etc.

I get an error message that indicates a license issue. I have uninstalled and am trying to reinstall on my Mac but am either getting the error message that this is not compatible with Mac or that there is an issue at Microsoft end. Any help would be gratefully received
