Sending, receiving, and organizing email in Outlook on the web for business

If you are using Outlook on the web (Microsoft 365 Business) and emails sent to Hotmail, Outlook.com, Live, or MSN addresses are disappearing, while the Sender Support response states “Not qualified for mitigation,” it generally means that Microsoft has reviewed the mitigation request and determined that the sending domain or IP is not currently eligible for mitigation. This usually indicates that Microsoft still detects issues related to sender reputation, authentication, or sending practices.
To troubleshoot the issue, I recommend the following:
Step 1: Run a Message Trace
- Sign in to the Exchange admin center.
- Navigate to Mail flow > Message trace.
- Search for one of the affected messages and review its delivery status.
- Check whether the message was Delivered, Failed, Pending, and review any SMTP response codes or delivery events.
Step 2: Email Authentication Ensure your domain is properly configured with:
- SPF
- DKIM
- DMARC

Step 3: Review Your Sending Reputation A poor domain or IP reputation can affect delivery to Outlook.com consumer mailboxes, even if no explicit rejection is returned. Microsoft best practices: Configure outbound spam policies for cloud mailboxes
Step 4: Confirm Your Sending Environment
Are you sending directly from Exchange Online, an on-premises mail server, or a third-party email service?
If you use a third-party provider, their shared IP reputation may be contributing to the issue.
Step 5: Microsoft 365 Business Support (if applicable)
If Message Trace shows that Exchange Online successfully submitted the messages but recipients still do not receive them, contact Microsoft 365 Business Support. Provide:
- Sender email address
- Recipient email address
- Date and time of the message
- Message ID
Message Trace results
The support team can review backend delivery logs that are not available through the Exchange admin center.
To help identify the root cause, could you please provide the following information?
- Are you sending from Exchange Online (Microsoft 365 Business) or another email service?
- What is the Message Trace status for one of the affected emails?
- Are all Outlook.com/Hotmail recipients affected, or only certain addresses?
- Is this issue affecting all outgoing emails or only specific messages?
