I am experiencing the same issue.
I found a work around (NOT A SOLUTION). If you hold shift and then press home it will go to the beginning of the line.

When drafting an email in the Outlook Web App, I used to be able to push the Home key on my keyboard to position the cursor to the beginning of the line. This is no longer working. Nothing happens when I push the Home button. The End key moves the cursor to the end of the line.
Interestingly, if I open the "My Day" pane to show the calendar on the right side of the screen, my Home key works as expected.
I am using a recent build of Google Chrome (Version 103.0.5060.134) on RHEL 8.6.

I had a few things happen, my tenant seemed to have gotten a new version of OWA which changed the toolbars/ribbon. And I got the patches for Patch Tuesday.... either way the issue went away and all is functioning fine now.
I'm having this same problem with Firefox 104.0.2 (64-bit) on ubuntu 22.04. Fresh installs on both.
Same issue here, home key not working when editing mail in web outlook. Happens 9 times out of 10 & very frustrating!
