DFS can I set just one DFS server as an active one?

In my company I have two DFS, in different places, different sites ("I'll call them SiteA and SiteB). Employees who work at SiteA use SiteA DFS and vice versa. I just want to set SiteA to Both SiteA and SiteB sites. Is it possible? Thank you.
