XsltLibrary.LangToLcid(String, Boolean) Method

Converts the language identifier (as specified in the xml:lang attribute) to the culture identifier (LCID).
This API supports the product infrastructure and is not intended to be used directly from your code.

- forwardCompatibility

true to indicate language is forward compatible; otherwise, false.
A string that contains the culture identifier.
