    Hi @Keith Demty,

    Based on your information, there is many factors that can cause the issue happening. Therefore, I suggest you follow this guidance to narrow down the issue step by step:

    1/ Check Scroll Lock

    • Look at the status bar of the bottom left of Excel to check whether you see Scroll Lock there
    • If your keyboard has a ScrLk key, press it once. If not, press Windows + Ctrl + O to open On-Screen Keyboard and click ScrLk there

    2/ Check if the worksheet/workbook is protected

    • Go to Review tab and check if you see the option Unprotect Sheet/Unprotect Workbook
    • If yes, you need to ask for permission to unprotect it since protected sheet usually not allow users without permission to select or make any edit with the data

    3/ Check sticky keys settings

    • Open Settings and go to Accessibility > Keyboard
    • Toggle off Sticky Keys, Filter Keys and Toggle Keys then reopen Excel and test again

    4/ Open Excel safe mode    

    • Press Windows + R to open Run dialog box and type "excel /safe" > press OK to run.
    • If things work normally there, the problem is due to an add-in.
    • Then and go to File > Options > Add-ins > select Excel Add-ins > Go > uncheck all listed add-ins and click OK. Repeat the same steps with the COM add-ins

    • Restart Excel and check if the error is gone. Then re-enable the add-ins one by one and restarting Excel each time to find which one causing the error. 

    5/ Repair Office   

    • Go to Control Panel > Programs > Programs and Features. 
    • Find Microsoft Office, right-click, and choose Change.   
    • Run Quick Repair first. If that doesn’t work, try Online Repair later.
