Here is what worked for me:

  1. Log in with an Administrator account
  2. Stop the following services via Computer Management > Services and Applications > Services:
  • Application Experience
  • Background Intelligent Transfer Service
  • Windows Store Service (WSService)
  • Windows Update
  1. Once those services are stopped, open up Windows Explorer
  2. Go to: C:\Windows\SoftwareDistribution
  3. Delete the contents of this folder
  4. Restart the following services via Computer Management > Services and Applications > Services:
  • Application Experience
  • Background Intelligent Transfer Service
  • Windows Store Service (WSService)
  • Windows Update
  • OR -

Restart your machine 7. Head over to Windows Store and everything should work. Also run Windows Update as it will need to rebuild its 'check list' of patches.

    if not work for you, I think the only option is to refresh or reset the whole windows. or wait for the windows 8.1, but I don't think you can download from you windows store.

    you try run windows update troubleshoot, after that press & hold the on/off buttom to force shutdown. then you on it again, the problem might fix. this solution work for me, I hope this will help you.

    both didnt help me

    I have the same issue here. It started on 29th, was able to update apps from the STORE before that with no issues.
