Question

Methods one through four have been tried and failed.

Here is what worked for me:

1. Log in with an Administrator account
2. Stop the following services via Computer Management > Services and Applications > Services:

• Application Experience
• Background Intelligent Transfer Service
• Windows Store Service (WSService)
• Windows Update

3. Once those services are stopped, open up Windows Explorer
4. Go to: C:\Windows\SoftwareDistribution
5. Delete the contents of this folder
6. Restart the following services via Computer Management > Services and Applications > Services:

• Application Experience
• Background Intelligent Transfer Service
• Windows Store Service (WSService)
• Windows Update
• OR -

Restart your machine 7. Head over to Windows Store and everything should work. Also run Windows Update as it will need to rebuild its 'check list' of patches.

Thanks for this solution. It fixed my problem of not being to able to Update Windows Insider Preview Evaluation Copy, or use the Store App, or get updated announcements from the Feedback Hub, neither could I create nor view a new Feedback problem. Since this is 2017, and not 2013 when this solution was posted, a few things have changed. There is no longer a -Application Experience, nor a - Windows Store Service(WSService). Also I had to have a Repair Disk for Windows 10 at the ready, because some boot drives had to re-installed. After which I was able to boot without the Repair Disk. And then, everything worked! Fantastic!
