SSL Error after upgrading to Windows 8.1

After upgrade my Windows 8 to Windows 8.1, I got this SSL Error when I tried to go to "https://google.com":

...and this in IE:

I have did some research and tried to change my system time up to date, reset my modem and use wireshark to see if anybody is tracking my network, but none of them seem to be the problem.

Anyone can help me? Thanks a lot...

EDIT: I have checked my browsers and just figure out that every connection from my computer is not able to connect to any SSL connection, for example Yahoo Messenger login. I'm thinking my computer SSL Certificate got serious problem, is there anyway to "reset" it?

    Greetings Herschel!

    If the host to which you are trying to set up an SSL connection requires an earlier version of the cipher suites, the SSL connection fails.

    To resolve this issue, you must configure the SSL Cipher Suite Order Group Policy setting to add the appropriate cipher suite back into the default list of accepted suites. To do this, follow these steps:

    1. At a command prompt, type gpedit.msc, and then click OK. This starts the Local Group Policy Editor.
    2. Expand Computer Configuration, expand Administrative Templates, expand Network, and then click SSL Configuration Settings.
    3. In the Setting pane, right-click SSL Cipher Suite Order, and then click Edit.

    In the Help pane, scroll to the bottom of the pane to locate the "How to modify this setting" instructions. To add the missing cipher suites, follow these instructions.

    I know this is late, but this seems to be a common problem with several possible causes. The solution that worked for me, which is very obscure, was resetting the winhttp proxy via netsh. Somehow, this was configured to a private network ip address, 10.xx.xx.xx. I suspect it was configured that way when I logged into a VPN for a client of mine.

    My symptoms were a little bit different. It had to do with not being able to validate certificate revocation lists. IE started working when I disabled checking certificate revocation list, but everything else was still broken. Frustrating. At that point, I knew it was some deep setting.

    I can't remember how I came accross looking into the winhttp settings, a network library pretty much everything uses: Firefox, Chrome, windows services, etc, and it has its own setting apart from IE.

    running "netsh winhttp show proxy" displayed that there was a proxy. running "netsh winhttp reset proxy" got rid of problems with SSL connections.

    Having the same problem, but only for one user on my pc. The other user can access any website without certificate errors. I have traced it back and this all started after I did the 8.1 upgrade.

    How do I get to a command prompt in Windows 8?

    Tried this. Windows says it can't find gpedit.msc. Please advise. This is killing me. Why did MS let the 8.1 update out if it had this glaring issue?
