SSL Error after upgrading to Windows 8.1

After upgrade my Windows 8 to Windows 8.1, I got this SSL Error when I tried to go to "https://google.com":

...and this in IE:

I have did some research and tried to change my system time up to date, reset my modem and use wireshark to see if anybody is tracking my network, but none of them seem to be the problem.

Anyone can help me? Thanks a lot...

EDIT: I have checked my browsers and just figure out that every connection from my computer is not able to connect to any SSL connection, for example Yahoo Messenger login. I'm thinking my computer SSL Certificate got serious problem, is there anyway to "reset" it?

    Greetings Herschel!

    If the host to which you are trying to set up an SSL connection requires an earlier version of the cipher suites, the SSL connection fails.

    To resolve this issue, you must configure the SSL Cipher Suite Order Group Policy setting to add the appropriate cipher suite back into the default list of accepted suites. To do this, follow these steps:

    1. At a command prompt, type gpedit.msc, and then click OK. This starts the Local Group Policy Editor.
    2. Expand Computer Configuration, expand Administrative Templates, expand Network, and then click SSL Configuration Settings.
    3. In the Setting pane, right-click SSL Cipher Suite Order, and then click Edit.

    In the Help pane, scroll to the bottom of the pane to locate the "How to modify this setting" instructions. To add the missing cipher suites, follow these instructions.

    Also please go through the private message and upload the screen shot as mentioned.

    I had this problem turned out to be BitDefender , under the protection center, click on the web protection and disable SCAN SSL, then it worked.  Wasnt windows.

    Yeah, I've spent at least 10 hours on this after installing my one Surface (1) tablet, and updating to windows 8.1.  I keep getting certificate errors no matter what I do.  I've done just about every fix suggested EVERYWHERE, and I keep getting certificate errors.  On top of that, MS didn't automatically add a restore point before upgrading to 8.1, so I am totally screwed.

    Check your system date and time. I fought with this for 2 days after the upgrade on my surface pro 3 only to realize my time zone and date had been changed. after resetting my time and date, all problems went away:)

    This is NOT the problem on my pc. My system date, time, and time zone ARE correctly set. I am however getting an error on the Internet Time tab. It says I am getting a timeout error while trying to sync with time.windows.com. Any ideas about this?

    Hi,

    Try these steps to un-register and register the time service and check if the issue gets fixed.

    At the elevated command prompt (with administrator privileges), type the following command.

    a. Type "w32tm /debug /disable" and press 'Enter'

    b. Type "w32tm /unregister" and press 'Enter' (without using the first command the second did not work!)

    You should get the response " W32Time successfully unregistered"

    c. Type "w32tm /register" and press 'Enter'

    You should get the response "W32Time successfully registered"

    d. Type "net start w32time" and press 'Enter'

    You should get the response "The windows Time Service is starting. The windows time service was started successfully.
