Window System Image Backup fails error code (0x807800C5)

I am getting the following errors messages when trying to create a backup image:

There was a failure creating the backup image in one of the volumes in the backup set (0x807800C5)

Additional information:

The process cannot access the file because it is being used by another process (0x80070020)

I have also attached a screenshot of the error message.

I have tried running sfx /scannow and that does not fix the problem.

    Hi Carter,

    Usually you recieve this error when the backup process is blocked by any third party program or app. Before we start with the troubleshooting steps, I would like to know some information about this issue.

    1. Have you connected any external devices other than mouse or keyboard?
    2. Have you installed any third party security software on your computer?

    I would suggest you to try the following methods and check if it works for you.

    Method 1:

    If you have connected any external devices other than mouse and keyboard, then try disconnecting it and then try to perform System Image Backup.

    Method 2:

    If you have installed any third party security software on your computer, then try disabling it temporarily and then try to perform System Image Backup and check if it helps.

    Disclaimer: If you have to temporarily disable security software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

    Method 3:

    Place the computer in Clean Boot state and check if the issue persists. Clean Boot will help you determine which third party program or app is causng this issue.

    I tried the clean boot method and found that System Image Backup is not supported in that mode. I booted with all non Microsoft services disabled and that did not work either.

    I only have Windows Defender installed on my computer.

    I removed some of the non hard drive storage USB devices connected to my computer and that eliminated the error and I able to successfully create a system image.

    I've added a link to the Administrative Event log entries that are associated with the failure to my original post. 

    I tried to narrow down the cause of the failure to a specific device and was not able to create a second system image on a different USB hard drive with all non hard drive devices removed.  I got the following error.

    Removing the previously created Windows Image Backup folder from the target drive appears to be the solution to my problem.  Please note that there are no spaces in the actual folder name.  I have successfully created an image file.
