This service is consuming 15-20% CPU All the time (but never beyond 25%) on my laptop (Dell XPS 15 7590) & its very annoying becuase this triggers fan noise even while doing minimal tasts on my computer & also consumes battery life

I have referred to other posts around the forum and have already tried the following CMD commands

Sfc.exe /scannow

Dism.exe /online /Cleanup-Image /StartComponentCleanup

Dism.exe /Online /Cleanup-Image /RestoreHealth

Any help would be much apreciated, TIA

Can you also verify that Bluetooth is off and your mouse is disconnected and the issue still happens?

Running in safe mode would also be a good troubleshooting step to see if it happens in safe mode as well.

So i ran safe mode, the service didn't run on start up and there was no issue even with wireless mouse usage. I tried to start service manually to chk if it will cause similar cpu usage, but it said that cant run this service in safe mode.

And to answer ur question, Yes, the issue persists with Bluetooth off and all peripherals disconnected.

Hi Mohsin77, I am Rob, an independent and a 14 time and dual award MVP specializing in Windows troubleshooting and Bluescreen analysis. Please remember as independents we are not responsible for the development of Windows or the computer hardware and drivers. If you will work with me I will be here to help until the issue is resolved.

I did read the above however please try it this way just to be sure I am on the same page as you.

In a Laptop many internal devices can be associated with those services as well as external devices (such as Bluetooth, or Printers & Scanners as well as music players, storage devices, cameras. phones, and many others)..

In Services.msc - STOP and then DISABLE both the Connected Devices Platform services in the order they are listed (note the default settings which are Automatic/Delayed and Automatic respectively).

Set back to the defaults if needed or leave there is unable to complete with both.

If that did not work use this method :

Start Button Search - type in --> regedit

Find at top and hit click on it.

Navigate to these two keys one at a time :

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CDPUserSvc

    and

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CDPUserSvc_6b567

In the Right Panel for BOTH keys Double Click "START" and change to value data 2 to 4.

    Click OK on both.

Close ALL and restart the laptop.

What device (if any) does not work?

To start them again chance back to 2 and OK - Restart

    Also :

I strongly recommend you contact Dell Support since the computer is still under full warranty so it is their responsibility to fix. And the unit may need physical repairs or even replacement. Added that even if you are somehow able to correct the issue you would definitely want it to be documented by Dell just in case of further related problems down the road. It would be a good idea to enquire in the Dell forums to see if any others have the same experience with a possible fix.

Please do this as I have seen this sage advice ignored by others and even myself when the result was not as positive as it should have been.

Rob, thank you for ur detailed response

-I am able to stop both the services but only disable 1 of them (the upper one)

-Disabling them from the registry method worked, after the restart the service did not run. My wireless mouse is working other than that honestly I don't use a lot of peripherals , don't have access to a printer right now but I have tried using usb speakers (work fine), external HDD (works fine), phone (works fine).

I didn't think that this was a dell issue, but ill contact dell and ask for assistance. (I have asked around on reddit and non of the other owners of this laptop are having this issue)

Do you have a theory as to what is causing this service to consume high power ?

Well it is either a device in or attached to the computer, a driver for such a device, or a program that loads at startup causing a conflict.

    1. Update the BIOS, chipset drivers, and all major drivers available at Dell.

Could even be a device in the computer such as a camera, card reader, fingerprint scanner, anything dealing with Bluetooth or even USB.

    1. Re-activate them in registry. Detach everything from computer - mouse, ext. drive, everything - nothing on USB or Bluetooth, no external monitor, no phone - nothing on at all. Power Off - wait a minute or so and power back on. If the issue is still present try the Clean Boot (with ALL still removed).

You definitely want to contact Dell since the computer is still new.

    Here to help,

    Rob
