"Generic Bluetooth Adapter Error Code 31"

I've been having issues with bluetooth and when I check device manager I notice something called "Generic Bluetooth Adapter". I dont know what it is and it also has the Error Code 31
"This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

{Operation Failed}

The requested operation was unsuccessful. "
I'm guessing this is causing my problems with bluetooth. How do I fix this?

    Okay I went through both processes and the issue still persists. What do I do now?
    Edit: The Generic Bluetooth Adapter is gone and is replaced by "RZ616 Bluetooth(R) Adapter" with the same error code.

    I believe I did and I installed it through the setup instructions and restarted my computer.
    To add more detail, my bluetooth issue is when I connect another device to bluetooth (in this case an xbox controller), my bluetooth headphone audio starts crackling. To solve this originally, I bought a new bluetooth adapter, being the TP Link one, but it did not fix.

    I can connect my bluetooth accessories as of now. I could originally, my problem I set out to fix was this crackling of the audio. I understand it can just happen but it was not an issue that appeared since the start, it just one day started appearing. I've been trying to get it fixed for some time now through forums like these to no avail so I'm hoping this will finally help solve it.
