    Hi @Kumar, Dheeraj

It looks like you’re running into difficulties registering for the Microsoft 365 Developer Program sandbox.

According to Welcome to the Microsoft 365 Developer Program | Microsoft Learn, eligibility for the sandbox subscription is current limited and requires the following options:

-Active Visual Studio Professional or Enterprise subscription holders

    -ISV Success Program Members

    -AI Cloud Partner Program Participants

-Premier or Unified Support Plan Members

If you’re using a personal account, please note that it must be linked to an active Visual Studio Professional/Enterprise subscription or be part of one of the supported partner programs listed above.

As a forum moderator, we do not have access to the internal systems required to investigate individual account issues due to privacy and security constraints. However, we recommend reviewing the Microsoft 365 Developer Program FAQ, which provides detailed eligibility criteria and helpful guidance.

If you believe you're eligible but still encountering issues, you can submit a support ticket through the Developer Program | Microsoft 365 Dev Center > Support for further assistance.

Please note that this portal is a paid ticket and access is subject to certain conditions, you can read more at: Services Hub sign in FAQs | Microsoft Learn.

We hope this helps clarify the situation and points you toward the next steps.

The error indicates that the account being used does not meet the eligibility rules of the specific developer program being joined. Eligibility is enforced differently depending on the program and account type.

    From the available information:

    1. Microsoft Edge extension developer accounts
      • Registration for the Microsoft Edge program in Partner Center requires a Microsoft account (MSA), not a work or school account.
      • The Microsoft Edge program does not support registering directly with a work or school account; registration must be done with an MSA, and then Microsoft Entra tenants can be linked afterward.
      • When filling out the Edge Developer Account Registration form, the following must be valid:
        • A supported Account country/region (cannot be changed later).
        • A valid Account type (Individual or Company). This also cannot be changed later.
        • A unique Publisher display name (Company name) that is available and that the registrant has rights to use.
        • For company accounts, the Contact info must use the registered email address associated with the organization, and Company approver details must be valid so Microsoft can verify authorization.
      • If any of these conditions are not satisfied or verification fails, the account may not be considered eligible or may remain in a pending/action-required state.
    2. Office/Microsoft 365 related developer accounts
      • To publish Office solutions to Microsoft Marketplace, a developer account in Partner Center is required, created with a Microsoft Entra work account and with authority to sign legal agreements on the company’s behalf.
      • The company’s legal business name, address, and primary contact must be valid and are verified during account creation.
      • If the information does not pass verification, the account may be treated as not eligible.
    3. Microsoft 365 E5 Developer subscription eligibility
      • Certain groups (for example, Premier or Unified Support customers, or Partner Launch Benefits recipients) qualify for a Microsoft 365 E5 developer subscription, but the eligibility is tied to specific conditions:
        • Registration for the Microsoft 365 Developer Program must be done using the correct corporate email address.
        • For Partner Launch Benefits, eligibility is tied to the specific account that received the benefit; using a different account (for example, a newly created user in the same tenant) may not be recognized as eligible.
      • In some reported cases, eligibility appeared only after a backend sync delay of several days, even when everything was configured correctly.

Recommended actions based on these rules:

    1. Confirm the correct account type for the target program
      • For Microsoft Edge extensions: ensure registration is done with an MSA as required in the Edge program documentation, not with a work/school account.
      • For Office Marketplace publishing: ensure a Microsoft Entra work account is used, with authority to sign legal agreements.
    2. Verify registration details and required fields
      • Check that the selected Account country/region and Account type are valid and appropriate.
      • Ensure the Publisher display name is unique and that there are rights to use it.
      • For company accounts, verify that:
        • Contact email matches the organization’s registered email domain.
        • Company approver details are correct and reachable.
    3. If eligibility is tied to a specific benefit (for example, Partner Launch Benefits or Premier/Unified Support)
      • Make sure registration for the Microsoft 365 Developer Program uses the same email address that is associated with the benefit.
      • If a custom domain user is created to work around restrictions (such as blocking of *.onmicrosoft.com addresses), eligibility may take several days to sync, or may still be tied to the original account.
    4. If verification or eligibility appears stuck
      • For Edge developer accounts: check the enrollment verification status in Partner Center and, if it shows “Pending” or “Action Required,” follow the guidance to correct legal info and re-upload documents where applicable.
      • For Office/Microsoft 365 developer scenarios (including E5 developer subscriptions) where eligibility should apply but does not, open a support ticket through the documented support channels so Microsoft can check the account’s eligibility state and, if necessary, complete or correct backend configuration.

These steps align with how Microsoft enforces eligibility and verification for developer programs and should be followed to resolve “not eligible for developer account” messages.
