Double billing

I'm being billed for two accounts. There doesn't seem to be any way to get through to a live person on the phone. I've tried over six different phone numbers. How do I solve this?

    I have been charged twice once in February and repeated in May. I only have one personal microsoft account. Why has the charge of $159 dollars suddenly appeared.
