It's good to hear that worked out, especially since being stuck without the Xbox app effectively locks you out of Game Pass Ultimate, so it's not a small thing to have running cleanly again.
The reason your fix works is that Delivery Optimization is what actually handles Microsoft Store and Xbox app downloads in the background, and when its bandwidth throttle is set to an absolute value or a low background limit, the download can effectively starve and freeze at the same point even though your connection itself is fine. Switching it to "percentage of measured bandwidth" lets Windows scale the download dynamically against your real link speed, which is why the install was finally able to push through.
Thanks for coming back to post what worked - Delivery Optimization is one of the less obvious culprits for this exact "stuck at the same point every time" pattern, and the next person searching for it will probably land on this thread and save themselves a lot of generic troubleshooting.

2026-05-17T09:29:52.5366667+00:00 Use the built‑in Microsoft Store and app repair steps to clear the stuck Xbox app install and then reinstall it.
- Make sure Windows 11 is fully updated:
- Select Start > Settings > Windows Update > Check for updates and install any available updates.
- Reset the Microsoft Store cache:
- Press Windows key + R.
- Type
wsreset.exeand select OK. - A blank Command Prompt window opens; after ~10 seconds it closes and Microsoft Store opens automatically.
- Sign in consistently:
- In Microsoft Store, confirm sign‑in with the same Microsoft account that will be used in the Xbox app.
- Repair or reset the Microsoft Store and Xbox app entries:
- Go to Settings > Apps > Installed apps.
- Find Microsoft Store, open Advanced options, then select Repair. If the issue persists, select Reset.
- Do the same for any existing Xbox app entry (Repair, then Reset).
- Reinstall the Xbox app from Microsoft Store:
- Open Microsoft Store.
- Go to Library, locate Xbox and select Install.
If the download still hangs, verify that apps from Microsoft Store in general work correctly by following the broader Store app troubleshooting steps (closing/reopening apps, ensuring compatibility, and, if needed, repairing or resetting other affected apps) as outlined in the references.
