This article was deleted from the system by the author.

I think that you should use this article instead:
https://docs.microsoft.com/en-us/answers/articles/388/microsoft-qa-frequently-asked-questions.html

can you please check this issue.

The link on the upper menu 18881-image.png point to an article which was deleted.

It seems like the URL of the article is used in different places and not only in the QnA system directly. When I search google for "Asking and answering questions Microsoft Q&A", then this article returned in the first page of results.

Therefore, Maybe you can (1) redirect the short link to the active article? (2) Redirect the article link to the new/active article?
