Is it unable to use WSL 2 inside Hyper-V VM?

I'm now using Windows 10 Pro build 20251 in my Hyper-V VM. I just tried this to use native GUI support on WSL, but I have constant installation errors on Linux. I've finished enabling WSL 2, tried both Ubuntu LTS 20.04 and Debian and failed.
