I've created an exe file using freewrap on some Tcl scripts. The exe file runs on myWin10 PC OK as created.
BUT, if I copy the exe to a USB stick or a CD, then copy back to my PC somewhere, It will NOT run?

I've read this is a problem with Windows itself, but I don't really know.

I want to distribute the exe I've created to a few friends, but it seems it won't work for them if I can't even get it to work on PC that created it!

What you say is nonsense. If you change the exefile you will not be able to open any app anymore. And besides you will not be able to acces the regedit anymore. So you will have to

reset your computer to default. So be careful when you give wrong information.
