I'm trying to submit an app with an .exe installer that is located in OneDrive via the Microsoft Partner Center and getting an error as shown in the title. and as far as I can tell I'm doing EXACTLY what the form is asking for.
The URL in question:

This URL works just fine for downloading the package I want to submit.

Please do not use the OneDrive URL as the download URl. When downloading the installer, the URL changes, and it is not acceptable for the store. You might find another server to host your installer.
This answers my question. This is primarily a hobby for me. Do you recommend another server.

From these responses, it appears there is only one way to provide an URL is to submit an app package. The URL must be from an appropriately hosted website. I have to invest in having a hosted website. It is not possible to use OneDrive, Google Cloud, etc. Why must I invest in a hosted website to submit a package to Windows Store? I will not invest in a building my own server. The remaining options include NameCheap, Hostgator, etc. Do you have a recommendation for the hosted website? I do not want to waste time trying different hosted websites to find the website host that Microsoft Partner Center will accept!
Have you checked DJ2Tech's solution in the link I shared? He is using google cloud and it works.

I tried the link that you indicated. The link does not indicate that Google cloud was successfully used. It also did not indicate how Google cloud was successfully used.
I would appreciate any assistance in resolving my issue.
