Does the Teams web client have the same problem?
Are there only specific guests having problems? I did the test and didn't reproduce your issue.
If only a specific person has the issue, follow these steps to check the user's conferencing policy in the admin center.
Log in to the admin center > Users> Manage users> select specific users> Policies > Conferencing Policy> Q&A
