Can't create VM with User, Groups, and Global Azure Account Administrator roles and can't select nor see other regions and VM sizes

Dear Microsoft Support team,

I am trying to create a Virtual Machine (Ubuntu Server 18 LTS) for my company as an intern and I have been granted User, Groups and Global Administrator roles to do so, however, when I tried to create it, I ran into a 3 problems.

First problem was when I was about to finish creation of the VM, I went to the last tab "Review and Create", it was loading forever and I decided to reload the page and try again. Now comes the second problem, before reloading the page, I could select the region and size of the VM, but now I cannot see nor select these settings during creation as the 2 buttons are in a continuous state of "loading" and I cannot access the buttons at all. Finally, I can no longer even reach the "Review and Create" tab as I am constantly prompted to either select an existing resource group or create one during VM creation, but there are no existing resource groups to choose from nor can I create one as I get the warning "You do not have permissions to create resource groups under subscription Microsoft Azure Sponsorship".

I have tried to send a support ticket through Azure ticket support, but I seem to be needing a "Support Request Contributor" permission, which the owner of the Azure account cannot provide me, as he is told by the website that this role does not exist...This is why I am sending you this issue.

Could I be running into these problems as I am considered a "Guest user" of the account and need to create an actual Microsoft email such as hotmail or outlook in order to have it work? I currently use my gmail to log into the Azure Portal.

    @SaidAlisic You might be having issue in creating VM due to insufficent privlige over Subscription.

    Can you please confirm what role you are having over subscription?

    I do understand you have Global Admin right but that is over directory .You need to have right over subscription to create VM. Having contributor access over subscription should suffice.

    Ask your subscription owner to go to subscription>>IAM Blade>>Add Role Assignment>>Contributor and select your user:
