For this issue, it is suggested to try the following steps to see if the device can be deleted:
1.Try to delete it via Graph Explorer:
DELETE /deviceManagement/managedDevices/{managedDeviceId}

2.Try to delete the device in Microsoft store for business. After login, go to Manage > Devices and find the device, try to delete it to see if it can be deleted.
