[Bug Report] Hyper-V Manager can't use ISO after it's updated

Hyper-V Manager Version: 10.0.22621.1

Windows 11 23H2 22631.2715

I have a Hyper-V VM with an ISO mounted. I frequently update the ISO and boot from it to test it. Whenever I stop the machine, update the ISO and then start the machine back up, Hyper-V throws an 'Access Denied' error like this:

File permissions are fine, they look like this:

So what I have to do is go to the VM settings, remove the DVD drive, Apply, Add a DVD drive, Browse for the ISO, Apply, Go to Firmware, Change the boot order, Ok, And then finally start the machine.

In VirtualBox I just stop the machine, update the ISO, and start the machine. I know testing ISOs isn't a typical workflow, but it is a valid one for Hyper-V. I would love to uninstall VirtualBox. Thanks for reading =)

edit: tried elevating virtmgmt.msc to see if that changes anything, but it's pretty stubborn and doesn't want to elevate

    Can the ISO be accessed if you eject/insert it when the VM is running?
