How to regain access to work account without Microsoft Authenticator app?

I reset my laptop and mobile device without backing up my Microsoft Authenticator app, which caused me to lose my 2-step verification data. I can't access my account on my laptop without the app, but I still have access to OneDrive and Office 365 on my phone since they were backed up. Is it possible to regain access to my laptop without the app?
