Power BI Measure intead of Pivot Table

Question

Hello,
I need to create a measure that is like a pivot table. I cannot use a pivot table, so need a measure instead.
Herebelow is an example of my table

I can obviously avec more Stages (up to 5 ou 6) and many different IDs (tens of thousand).
I want to summarize how many IDs were Pass Step1 AND Pass Step2
How many Units (ID) Pass Step1 and Fail Step2, etc etc (keep in mind that I can have more than 2 steps).

Again, I cannot use a pivot Table nor create a column. I am retrieving the data from a server. Only a measure will help.
I am a beginner on Power BI... but spent already tons of hours to find a way...
