Without knowing more behind the 400, best thing I would do is run the API using the Try It feature in Balances - Get By Billing Account REST API docs, see if you get the same response. Since the api-version
is later than what your PBI is using, you can adjust version to see if that's issue or not. It could be an issue with the API version, or it could an issue with the billing account you're passing.

Hi, we are Azure Cost Management as a data source in our PBI report. Report has failed to refresh today with following errors:
Web.Contents failed to get contents from 'https://management.azure.com/providers/Microsoft.Billing/billingAccounts/86861053/providers/microsoft.consumption/balances?api-version=2019-10-01' (400): Bad Request
How can we resolve this error?
