We have no idea what the problem is so with that please provide specific details of the issue, what version of Visual Studio and .NET Framework version.

It is client PC running VS 2017. What should be confirmed regarding IIS, on Win 8.1 client PC?

Which part of the code is wrong, and what error did you encounter?
Can you provide some error messages?
Because you did not provide list1.txt and list2.txt, I deleted the part of the code that reads them in the code, and then ran the code to get the following attachment file.
Is it the result you want? If not, please describe in detail what kind of result you want.
