Visual Studio 2015 and below not working

I ran into a problem that I have not encountered before. I can't install Visual Studio 2015 and below, it asks me to install Microsoft .NET Framework, while I have all versions of NET Framework.

I don't know how to solve this. The fact is that if you agree to the installation, nothing will happen, the menu will close, and the next time you start the buttons will be absent.
I need to install VS 2013 or 2015 in order to have toolset v120 in VS 2017 to build the solution.

What's wrong, why does the installer require me to install an already installed program??? This was not the case before.

    What is your Windows version? Which version of .NET Framework does it require to install?

    Maybe you can try to install the offline installer of .NET Framework.
    Or you can repair your .NET Framework in Control Panel.
