What is your Windows version? Which version of .NET Framework does it require to install?
Maybe you can try to install the offline installer of .NET Framework.
Or you can repair your .NET Framework in Control Panel.

Because the project does not support new versions of toolset. Updating the project causes errors, and there are simply no libraries or something else that, in theory, should help.
