Visual Studio 2015 and below not working

I ran into a problem that I have not encountered before. I can't install Visual Studio 2015 and below, it asks me to install Microsoft .NET Framework, while I have all versions of NET Framework.

I don't know how to solve this. The fact is that if you agree to the installation, nothing will happen, the menu will close, and the next time you start the buttons will be absent.
I need to install VS 2013 or 2015 in order to have toolset v120 in VS 2017 to build the solution.

What's wrong, why does the installer require me to install an already installed program??? This was not the case before.

Why do you want to stay with the v120 toolset instead of using VS2017's v141 toolset?

Because the project does not support new versions of toolset. Updating the project causes errors, and there are simply no libraries or something else that, in theory, should help. The developer of the project did not update it for new versions of vs, including new toolsets. Only 120, ONLY HE. The developers until 2018 modified their project, but they left it on vs 2013.

What is your Windows version? Which version of .NET Framework does it require to install?

Maybe you can try to install the offline installer of .NET Framework.
Or you can repair your .NET Framework in Control Panel.

Hello Anna, the operating system is Windows 7 Ultimate x86 Service Pack 1.
.NET Framework I have version 4.8 + 4.7.2 Russifier.
In the VS installer, I installed absolutely all versions, thinking that I could install Visual Studio 2013 without error. Alas, nothing has changed. I just uninstalled the .NET Framework completely and following the recommendations from the "Related Resources" tab on the Visual Studio 2013 page, I tried to install the .NET Framework version 4.5.1, but I got an error that it has expired or something similar. And I went back to version 4.8.

Dear customer, the Win 7 has ended for support. I recommend you upgrade your Windows.

My computer is quite old and changing Windows to Windows 10 will not do me any good, I doubt that the computer will pull it. And I don't like 8 and 8.1.
