How to setup azure autoscaling feature with request count/traffic request with azure VM

Please help me with any link where I can set up the autoscaling feature with a virtual machine using request count/traffic count.

Min count for VM=2max count for VM=10
But I need the scale out and scale in policy based on traffic request
I know how to set up based on CPU utilization. looking to set based on metrics. -

- Please note that scaling out the Application Gateway/Load Balancer (PaaS resource) will improve the number of requests the PaaS resource can handle.
- In this case, if your backend is not scaled up, this will not improve the overall performance.
May I ask what your backend is?
- If you are using VM as a backend, you can only Scale Up and not Scale Out
- Scaling up may not improve networking throughput.
- However, if you are using VMSS, you will be able to scale out the number of instances.

- Make sure you define a Rule using the required metric according to your case.
