Thank you OlafHelper-2800 & TomPhillips-1744. You understanding on this issue helped us fix it

With our configuration as Windows Server 2012 R2 with .Net Framework 3.5 SP1 and SQL Build number 11.0.6540.0 (SQL 2012 R2) now upgraded to 11.0.7001.0

    We fixed it as below.

    1. Installed SQL SP4 from Link : https://support.microsoft.com/en-us/topic/kb4018073-sql-server-2012-service-pack-4-release-information-69857d74-5457-74df-33f1-956cac4d0b62
    2. Verifed .Net Framework 3.5 SP1 is installed
    3. Created Registry Keys as mentioned in Link : https://support.microsoft.com/en-us/topic/support-for-tls-system-default-versions-included-in-the-net-framework-3-5-on-windows-8-1-and-windows-server-2012-r2-499ff5ef-a88a-128b-c639-ed038b7d2d5f

We are now good as all SQL DBmail Emails are routed via TLS 1.2. Fixed Closed!!!!

Thanks for all you support and help.
